"Bind to port 22 on ::

"Bind to port 22 on :: failed: Address already in use." means that listening port is occupied by something else.

I don't think that is an

I don't think that is an issue here. It is because of ipv4 and ipv6.

But what is causing this" debug3: Not a RSA1 key file /etc/ssh_host_rsa_key.

debug1: read PEM private key done: type RSA

debug1: private host key: #0 type 1 RSA

debug3: Not a RSA1 key file /etc/ssh_host_dsa_key.

debug1: read PEM private key done: type DSA

debug1: private host key: #1 type 2 DSA

That message is repeated

That message is repeated twice - one for IP4 and one for IP6, so it is definitely relevant in your case: There is something else occupying port 22. Regarding "Not a RSA1 key" messages - they are harmless as RSA/DSA keys are used by ssh protocol version 2.
